What We Do
LabGov works with cities and communities to design and implement collaborative governance systems — grounded in the Co‑City Framework — that give residents real decision‑making power over shared resources.
We develop legal, financial, and institutional arrangements that strengthen community stewardship of land, housing, energy, broadband, and other essential resources. Our partnerships unfold over timelines longer than a grant cycle, building durable systems for shared urban governance.

Baton Rouge: Community Stewardship of Land
LabGov has spent six years working with partners in Baton Rouge to build a co‑governance model for land stewardship that strengthens community capacity, reduces displacement pressures, and supports safer, more resilient neighborhoods. The project demonstrates how shared governance can give residents a meaningful role in shaping long‑term decisions about land and community resources.
What Is the Co‑City Framework?
The Co‑City Framework is a five‑pillar model that helps cities and communities build collaborative governance systems for shared urban resources. It has been applied and adapted in diverse contexts across the United States, Europe, Latin America, and Asia.
The Five Pillars
- Collective Governance
- Enabling State
- Social & Economic Pooling
- Experimentalism
- Tech Justice
