Our framework is democratically driven and intentionally flexible, shaped by shared principles and the contributions of many different community actors. Because of this openness, a range of themes naturally emerges over time, reflecting shifting priorities and community creativity.

These themes aren’t fixed categories; they evolve as new challenges and opportunities appear, showing how the framework supports work from housing to digital infrastructure and beyond.
